It is amazing that you need a license to have a dog, to build a house and to even drive but ANYONE can have children. I realize this is a touchy subject for some but I would have willingly applied for a license and had a background check and all of that to have a child. There are certain rules and such that I think should be enforced so that its not too invasive but I can say that for offenders and such . . . anyway . . . .

Still people are stupid daily with their children and unfortunately, it will probably always be that way, licensed or not.
