Illinois may be different than Oklahoma, but I can tell you that HERE, if you have custody, the police cannot FORCE you to give your child to him, however, he CAN take you to court and try to get the judge to hold you in contempt, at which point you could file a counterclaim that he's in contempt for withholding his address and you're simply trying to protect your child. Any judge worth their salt would see it your way.

And if HE's the one who files the contempt charge, when you won, you could petition the court to force him to pay the costs and attorney fees.

update-- here you go! Haven't heard from him. He hasn;t seen her since Dec 25th. She is not bothered by it at all. She said if he calls then she will decide to go or not. Still have no way of contacting him-- not sure where he is.

update- he was a no show Father's day after we waiting for 30 minutes. I was there just in case he showed up- at the time if he was going to , I was going to have the oficer get his address from him and doulbe check the accuracy before letting her go. But he never showed up.
No call since Christmas.
