My daughter is 13 months old now. Is she capable of understanding "no"? Sometimes it seems like she understands and she is just testing my patience, other times it seems like she doesn't understand what it means when I tell her no.

Yes. She is capable of understanding "no" Just keep enforcing it "gently" and she will come to listen to it on a regular basis. She probably is testing you some. Now is a great time to start good discipline habits.

Babies age 6-7 months can understand 'no'. They actually stop in their movement when you say 'no' (no need to shout). But yes, they're testing, that's what kids do, forever.
