Most agencies have locate systems ran by computers. These systems look for a matching SS#, date of birth, etc..... If he is working for an employer as a W-2 employee, his name will be reported to a federal database by the employer and they will match his SS#, most likely. If he is paid under the table or his wages are not being reported (in violation of federal law), he is off the radar and it will be tough for your local child support agency to find him, let alone put a wage assigment in place.
Unless he owns real estate, has assets, or is employed as a W-2 employee, or even owns his own business, there is really no source from which to collect support or place a levy to compel payment.
