HI,I need to know the rules and regulations on child support in Philadelphia. I just went down to the family and court building and paid 70 dollars for a hearing and the gentleman who worked there told me if the father does not work that its really nothing that can be done until they catch him,I gave them all his info-ss# and current address. I told the gentleman do he need me to get in his car and take him to him what else should they need. Please let me know if you know anything on this matter

I'm not sure about Philly but in NJ, you have a case worker. Have you tried contacting social services? Nj has a really good social services organization.

There's a site that lists guidelines by state. I don't know that it's going to really answer your needs though.
You say you spent $70 for a hearing....who represented you, was this an initial child support request meeting? Are you handling this through the local child support agency/district attorney? They should represent you and handle the case/collecting at no charge. Who is this "gentleman" who worked there? It's not unheard of courts ordering a parent to find work or base child support on at least minimum wage if the parent has the ability to work but just chooses not to. Who cares if he doesn't work, if they have an address they should at least serve him papers to appear with financial docs/tax returns to base an amount from. And even if he doesn't have tax returns/income he would still need to appear and answer to the judge why he doesn't have those financial docs. Then depending on our lovely system the judge can then order no support (yeah I know.....crazy) or order them to go to work and order at least a minimum support amount at least as incentive and to create that support order in the system. Later it can just be modified as needed. But yeah, they should be serving him an order to appear to his address
*disclaimer* Of course I all too often hear about how some courts handle this stuff and they just don't always do things the way they are supposed to and enforce these things including once support is ordered actually doing any real work to collect if the parent just chooses not to pay. But....you should be at least able to get a better response than that.
