Exclamation Pa laws regarding children and youth

I only had one short encounter while I was a single mother many years ago.
that said what are the laws regarding an 18 year old mother of a 2 1/2 year old and living with a family who took her in so she would not be homeless or bounced around a women's shelter?
She has been here for a couple of weeks still attends high school in another county .. applied for local assistance and was approached by CY from the county she was residing in.. asking her a bunch of questions including where she was living she did not want the previous household to know where she was so she was reluctant to inform this agent and told her so.
I called the local agency and asked they told me that she can tell them she is not residing in their jurisdiction which will close the case there but if they want to they can push the issue making it a problem that she will have to deal with via this county. She has no problem with answering the questions and resolving the fact she is not homeless but the agent was asking for medical record pertaining to herself and her son. she felt that was over stepping their limits. Anyone have past experience with PA CY.. can give some insight.. I was told that if they push the issue the local office will send someone out to verify she is living where she states she is and that the mail is coming to the address .. and this will close the case. some more insight.. I have heard some really nasty horror stories relating to this sort of involvement.. any help appreciated

I'm not sure and don't have experience with this. But I do wonder if she applied for assistance in one county, how can she attend school in another...? isn't there a residential issue?

i also would be concerned about turning over medical records. do you know of anyone who would be searching for her and her child with less than stellar motives? I'm really sorry to think like that, but then again, I've became hyper-vigilant due to my experiences. (i.e. ex? her parents?)
