Default Retired Military Spouse Benefits

Does anyone know how I can get the benefits that both my and I are entitled to. It's very frustrating for me. I am going in circles.Seems like everyone is for him. I have begun to think it doesn't really matter about the dependants. I can't even get my military id card from him.
